The program is specifically concerned in providing quality agriculture, fisheries and socio-enhancing services to rural barangays which are rarely blessed by government labors.
The program is likewise designed to serve as a point of convergence for other government and non-government projects within and beyond the scope of the province whose project impacts are deemed to foster the prevailing socio-economic status of targeted communities.
